What is a HIP, whats in it and why do I need one?
As a HIP provider and an Energy Assessor I thought I'd write down the answers to some of the questions I'm asked on a daily basis. Most of the articles out there seem to be full of jargon so it's not surprising that most people are confused. I'll try to keep this as simple as I can.
The Home Information Pack is a collection of searched documents that would normally have been needed at the end of your property marketing. So when you had found your buyer the searches began. It was mostly these searches that would hold up the sale of your house or flat, people would start to lose interest, find other property and the chains of potential sales would collapse.
Now all of this information is needed at the beginning of the marketing of your property. The feedback I have had from Estate Agents is very good and house sales are a lot smoother already with less hassle and stress.
I'll try to explain the contents as well and briefly as I can.
The Home Information Pack contains the HIP index which is a list of all the contents and will also indicate if anything is missing from the pack.
The HIP also has a sales statement, which is basic information about the property. The address, if it's freehold, leasehold or commonhold and wether it's registered or not. It's also important to know if the property is vacant possession. It would be a bit of a shock to find out you had inherited someones grandparents as lodgers.
There will also be all of the standard searches, local land charges, planning in the area, road proposals and the use of drainage and water to the property. This is all invaluable information for the potential buyer and it's not surprising that house sales were held up for so long before HIPs. Better to find out any potential problems at the beginning of marketing when you have time to do something about it than at the end of the sale and hold everything up.
I've left the Energy Performance Certificate to last but the first document , by law, must be the EPC. This will give a rating that shows the energy efficiency and carbon impact of your home. Both are graded on a scale A to G. A being the best just the same as on a lot of the white goods that we have fridges, cookers, boilers etc. The certificate is produced by an Energy Assessor. All of these Assessors or DEAs as they are sometimes known have to be government approved and accredited, as well as CRB checked. So you can be assured that the Energy Assessor that enters your home is a responsible, fully accredited professional.
It is now law to have a HIP in place or at least ordered and in place within 28 days before a property can be marketed. This is due to change at the end of 2008 when a property must have a Home Information Pack before it is put up for sale.
